Established in April 2026, Impact'EM – the Institute for Economic and Regional Change and Transition Support – acts as a bridge between research, businesses and regions in Normandy and beyond.
Its main objectives are to generate knowledge that can be directly used by businesses and local stakeholders, through partnership projects, studies, operational outputs and contributions to economic and regional development policies.

The institute's missions
Research and expertise
The IMPACT Institute carries out applied research focusing on the analysis of economic and regional changes and on supporting transitions.
Training and Executive Education
IMPACT designs and delivers training programmes supported by applied research, tailored to the needs of companies, local authorities and institutional partners. These programmes take the form of executive programmes, certificate courses, short courses or specialised modules, designed to support decision-makers in understanding and implementing economic and regional transitions.
Institutional convergence
The Institute serves as a strategic link between the School, companies, local authorities and academic institutions. It fosters partnerships at regional, national and European level, promoting the shared development of projects, the pooling of expertise and the enhancement of EM Normandie’s influence on issues relating to economic and regional transformation.
Value and Impact
IMPACT-EM promotes research and measures its socio-economic impact. It helps to disseminate findings to public and private sector decision-makers, produce accessible analyses and record the changes taking place, thereby helping to demonstrate the School’s value and contribution to the transitions taking place within businesses and regions.

Research and expertise
- To examine the various forms of intermediation between economic, institutional and regional stakeholders, as well as the structure of innovation ecosystems.
- To understand the coordination mechanisms, networks of stakeholders and collaborative dynamics at work in regions
- To carry out research on energy, industrial and ecological transitions, in particular through the circular economy, industrial ecosystems and regional transition strategies.
- To rely on national and European projects and aim to produce operational recommendations for regions.
- To analyse the effects of digitalisation, platforms and the sharing economy on regions and organisations
- To examine new forms of intermediation, innovation ecosystems and changes in digital-related economic activities.
Economic changes and geographical dynamics
Analyses changes in economic systems within their regional context, and examines development strategies, industrial restructuring and local economic trajectories. The research focuses in particular on models of regional development, comparative analyses and the relationships between businesses, public sector bodies and regions.
